FA Chairman Lord Triesman and Chief Executive Brian Barwick have announced The FA's aims for the next four years.
"Our vision is for 'One FA'," said Lord Triesman, "where every priority is approached with the same winning mentality, from the senior England men's team to every child in our game - the desire to do the very best that we can.
"We know that football can be a great ambassador for the world of sport and the best social values that sport can inspire: learning, health, social inclusion and decent personal behaviour."
The FA has set out a series of Major Milestones that will be the foundation of their vision:
- England's senior men and women's teams qualifying for major competitions and reaching the semi-finals at least, by 2012.
- Successfully bid to host the 2018 FIFA World Cup.
- Partnership with the Premier League and the Football League making clear, reported progress on major joint ventures in 2008 and 2009.
- National Football Centre operating by 2010.
- One million five to eleven year olds trained through The FA Tesco Skills Programme by 2010.
- 125,000 existing teams retained and 20,500 new teams created by 2012.
- 26,000 referees retained and an additional 8,000 referees recruited by 2012.
- RESPECT campaign improves overall disciplinary performance by 25 per cent by 2012.
- Development and continued success of women's football.
"Football has a special place in English hearts, and opinions on it are easy to find," said Barwick.
"We have spent the last year asking football people what they want from their FA, and the messages have been loud and clear. English football is looking to The FA to do what is right for the whole of the game; to nurture and protect its future."
He added: "There are some significant challenges but we are confident of tackling them. We want to raise our standards, for the benefit of those involved in the game and to attract others to it. We want to give England the best-possible chance of winning, and combine it with the success of English clubs.
"We want to retain the unique depth of English football and the strength of its greatest assets."
